The U. S. Government is set up and organized by the U. S. Constitution.
It established the

Legislative Branch (Congress) to create laws,
Executive Branch (The President) to implement and execute those laws, and
Judicial Branch (Supreme Court system) to ensure those laws are in accordance with the U. S. Constitution.

Most of the power of American government is held by the States and the People, NOT the Federal Government.

The powers of the U. S. Federal Government are very limited. They are stated in the U. S. Constitution, and the Tenth Ammendment re-inforces that limitation. Exact wording of the Tenth Ammendment is:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

This means that if it isn't specifically stated in the U. S. Constitution, the Federal Government can't do it!

So what has this got to do with Czars? Czars are given power and authority by their leader. All presidents have established a limited number of Czars to handle temporary problems. But President Obama has created an unprecedented number of Czars, with extraordinary powers. He is bypassing the U. S. Constitution, and the power of the U. S. Congress. His Czars are dictators!

Recall "Czarist Russia" ... the head dude was a czar, a true dictator. He was overthrown.
