The U. S. Government is set up and organized by the U. S. Constitution.
It established a republic comprising a
Legislative Branch (Congress) to create laws,
an Executive Branch (The President) to implement and execute those laws, and
a Judicial Branch (Supreme Court system) to ensure those laws are in accordance with the U. S. Constitution.
Most of the power of American government is held by the States and the People, NOT the Federal Government.
The powers of the U. S. Federal Government are very limited. They are stated in the U. S. Constitution, and the Tenth Ammendment re-inforces that limitation. Exact wording of the Tenth Ammendment is:
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
This means that if it isn't specifically stated in the U. S. Constitution, the Federal Government can't do it!
So what has this got to do with Czars? Czars are given power and authority by their leader. All presidents have established a limited number of Czars to handle temporary problems. But President Obama has created an unprecedented number of Czars, with extraordinary powers. He is bypassing the U. S. Constitution, and the power of the U. S. Congress. His Czars are dictators!
Recall "Czarist Russia" ... the head dude was a czar, a true dictator. He was overthrown.
The current czarist regime in the U. S. is leading to dictatorship, Chicago Mob style, complete with a Czar (MOB) leader. I cannot articulate the problem any better than this article. Please read it. And then check out this link, about their crimes.

The newest Czar, (8Jul10) was appointed using Chicago methods to bypass Congress; and it was a favorable committee he bypassed! Why did he do that? Well, here is what we know about the newest Czar.
The news media is being forced to recognize what we've know all along, and Governors of 35 states have filed suit against the Federal Government for imposing unlawful burdens upon them.
For too long we have been too complacent about the workings of Congress. Members of Congress retire with the same pay for life after only one term, that they specifically exempted themselves from many of the laws they have passed (such as being exempt from any fear of prosecution for sexual harassment) while ordinary citizens must live under those laws. They exempt themselves from the Healthcare Reform... in all of its forms.
Accordingly: Here is the Proposed 28th Amendment to the United States Constitution: "Congress shall make no law that applies to the citizens of the United States that does not apply equally to the Senators and/or Representatives; and, Congress shall make no law that applies to the Senators and/or Representatives that does not apply equally to the citizens of the United States ."
