New Slant on Second Amendment

VermontÊ State Rep. Fred Maslack has read the Second Amendment to the U.S.ÊConstitution,Êas well as Vermont 's own Constitution very carefully, andÊhis strictÊ interpretation of these documents is popping some eyeballs in NewÊEngland andÊ elsewhere.
Maslack recently proposed a bill to register "non-gun-owners"Ê and requireÊthem to pay a $500 fee to the state.Ê Thus Vermont would becomeÊ the firstÊstate to require a permit for the luxury of going about unarmed andÊ assess aÊfee of $500 for the privilege of not owning a gun.
Maslack readÊ the "militia" phrase of the Second Amendment as not only affirming the right ofÊ the individual citizen to bear arms, but as a clearÊmandate to do so.Ê HeÊbelieves that universal gun ownership was advocated byÊthe Framers of theÊ Constitution as an antidote to a "monopoly of force" byÊthe government as wellÊas criminals.
Vermont 's constitution states explicitly that "the people have a right toÊbear arms for the defense of themselves and the State" and thoseÊ personsÊwho are "conscientiously scrupulous of bearing arms" shall be requiredÊ toÊ"pay such equivalent."Ê Clearly, says Maslack, Vermonters have aÊconstitutional obligation to arm themselves, so that they are capable ofÊresponding toÊ"any situation that may arise."
Under the bill, adults who choose not to own a firearm would be requiredÊto register their name, address,ÊSocial Security Number, and driver'sÊlicense number with the state. Ê"ThereÊis a legitimate government interest inÊknowing who is not prepared to defend theÊ state should they be asked to doÊso," Maslack says.
Vermont already boastsÊ a high rate of gun ownership along with the leastÊrestrictive laws of any state.Ê It's currently the only state that allows aÊcitizen to carry a concealedÊ firearm without a permit.Ê This combinationÊof plenty of guns and few lawsÊregulating them has resulted in a crime rateÊthat is the third lowest in theÊ nation.
"America is at that awkward stage.Ê It's too late to workÊ within theÊsystem, but too early to shoot the bastards."
This makesÊsense!Ê There is no reason why gun owners should have to pay taxes toÊsupport police protection for people not wanting to own guns.Ê LetÊthemÊ contribute their fair share and pay their own way.
